As an Accountant bound by IRS/FTC rules I can’t disable MFA. Clearly this is a new behavior and someone has made a change on the back end. Second off, if you want it to stop, you’ll probably have to disable MFA entirely. I wouldn’t touch QBO with a 10′ pole, but it’s possible that they jumped on board the general government bandwagon and started requiring MFA on every login.
